both claims are misleading. "ratting" as in, reporting crimes to the police, is obviously fine, and "inciting inherent hatred" is nonsense - you can incite an action, which may or may not be a crime. but a law against "stirring up hatred" is patently ridiculous.
so on 1) - no, please do "rat" if you see this. On 2) - say whatever you think and encourage whatever you like as long as you don't incite an illegal act or conspire in a crime, but don't be scared that your thoughts will be criminal (y'know, like a thoughtcrime) - unless that happens to be the law, in which case, yes, be scared. but also be made at such an insane law.
